Summer’s Procurement Calendar & Strategic Timing
Le 27 juin 2025, la Commission européenne a organisé un webinaire en ligne sur le Public Procurement Data Space (PPDS), pour démontrer comment cette infrastructure fédérée permet d’analyser les données de passation publique dans toute l’UE et d’améliorer la transparence, la concurrence et l’évaluation des politiques publiques.
Pour les équipes françaises, cet outil devient essentiel dès l’été : ils peuvent l’utiliser pour calibrer leurs marchés estivaux, comparer les prix, identifier les tendances sectorielles et intégrer des critères objectifs dans leurs dossiers de consultation.
France Applies Simplified Tender Rules
Although Decree No2024-1251 came into force at the end of 2024, French public agencies actively applied its simplification measures during summer 2025 – raising SME quotas in contracts and permitting consortia modifications mid-tender. This eased participation in infrastructure and IT tenders launched in June-August 2025.
Mandatory e-invoicing & Peppol Uptake
Summer is also the time public procurement shifts to digital invoicing: countries like Ireland, Germany, Finland, Denmark and the UK require Peppol-based e-invoices across public contracts. By summer 2025, over 1.4 million organisations in 98 countries were registered to exchange procurement documents via Peppol – including aligning summer awarding processes with digital compliance.
Commission Consultations Petal Out in Summer
The European Commission wrapped up its public consultation on procurement directive reform in May 2025, but follow-up stakeholder engagement and roundtables were scheduled through June, July and August, influencing summer tenders and policy rollouts as public buyers adjusted procedures ahead of formal updates.
Clean Industrial Deal’s Indirect Impact
Though primarily about competition and clean production, the Clean Industrial Deal, published March 2025, began influencing industrial procurement in summer: procurement teams preparing tenders related to innovation and manufacturing started to align specifications with provisions supporting state aid for green-tech and lead markets – planning ahead for availability of tenders later in the year.
Competitiveness Compass Discussion in Summer Forums
Summer 2025 will host multiple legal and procurement forums – such as the ERA Conference 2025 (mid-year) – where participants discussed using procurement as a strategic tool, referencing the Commission’s Competitiveness Compass. These sessions shaped legal guidance for contracting authorities drafting summer tenders under evolving rules.
Summer is not always a slowdown. It is also the heavyweight season where procurement teams refine plans, engage new frameworks, and adapt to evolving legal guidance. Far from ceremonial, these months define how public contracts are scoped, tendered and awarded well into the autumn.
